Conciliation boards
Conciliation boards are the lowest civil tribunal in the Norwegian legal system. A conciliation board is both a mediation board and a court.
The County Governor has administrative responsibility for supervising conciliation boards. The County Governor checks that the municipal council's selection of board members has been carried out lawfully before carrying out the formal appointments.
